This is a common condition affecting people of all ages, but particularly affects those people with reduced/poor circulation to the feet. 

In people with long term diabetes with peripheral neuropathy, if the nerves have become damaged, the patient can find it difficult to distinguish between hot and cold.  This gives the patient the impression that their feet are cold, but in fact are warm to touch.
